feat: add Phase 3 dependencies and configuration

Add docker-java and ClickHouse JDBC dependencies, RuntimeConfig and
ClickHouseConfig Spring components, AsyncConfig with deployment thread
pool, and runtime/clickhouse config sections in application.yml.
