refactor: remove OIDC env var config and seeder
OIDC configuration is already fully database-backed (oidc_config table, admin API, OidcConfigRepository). Remove the redundant env var binding (SecurityProperties.Oidc), the env-to-DB seeder (oidcConfigSeeder), and the OIDC section from application.yml.
