fix(config): structured 400 body on unknown apply value
Replace empty-body ResponseEntity.status(BAD_REQUEST).build() with ResponseStatusException so Spring returns the usual error body shape with a descriptive reason string, matching the idiom used by UserAdminController, AppSettingsController, ThresholdAdminController.
