fix: LogViewer and EventFeed scroll to top on load

Update design system to v0.1.13 where both components scroll to the top (newest entries) instead of the bottom, matching the descending sort order used across the UI. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
