hsiegeln 59354fae18 feat(alerting): wire all alerting repository beans ...

AlertingBeanConfig now exposes 4 additional @Bean methods:
alertInstanceRepository, alertSilenceRepository,
alertNotificationRepository, alertReadRepository.
AlertReadRepository takes only JdbcTemplate (no JSONB/ObjectMapper needed).
