hsiegeln ebdb4f9450 fix: allow slug reuse after tenant soft-delete ...

existsBySlug found DELETED records, blocking slug reuse. Changed to
existsBySlugAndStatusNot(slug, DELETED) so deleted tenant slugs can
be reclaimed.
