hsiegeln 4da81b21ba fix: enable route control and replay capabilities for deployed apps ...

buildEnvVars was missing CAMELEER_ROUTE_CONTROL_ENABLED and
CAMELEER_REPLAY_ENABLED, so deployed app containers defaulted to false
and agents didn't announce these capabilities.
