hsiegeln ac9ce4f2e7 feat: add ClaimMappingAdminController for CRUD on mapping rules

- ADMIN-only REST endpoints at /api/v1/admin/claim-mappings
- Full CRUD: list, get by ID, create, update, delete
- OpenAPI annotations for Swagger documentation
